We are pleased to announce the reappointment of the three co-opted members of Revenue Scotland’s Board Committees: Elizabeth Barnes to the Staffing and Equalities Committee, Julie Hesketh-Laird, and Stephen Ramsay, both to the Audit and Risk Committee.
These reappointments will be for a further 18-month term, running from 3 August 2026 to 2 February 2028.
Welcoming the reappointments, Aidan O’Carroll, Chair of the Revenue Scotland Board, said:
“It has been a great privilege to work with Elizabeth, Julie, and Stephen on Revenue Scotland’s committees, and I am delighted that their terms of appointment have been renewed. They each bring a wealth of experience that will support the Board and the organisation as we set out our new Corporate Plan.”

Biographies
Elizabeth Barnes’ career history includes senor leadership roles in human resources and employee relations with a range of public and private sector organisations. Elizabeth was co-opted to Revenue Scotland’s Staffing and Equalities Committee in 2025.
Julie Hesketh-Laird is a consultant offering strategic advice to businesses mainly in the food and drink sector.
Stephen Ramsay’s professional journey includes managing IT systems for small businesses, financial services, and developing Privacy by Design frameworks for global enterprises.
Julie and Stephen were co-opted to Revenue Scotland’s Audit & Risk Committee in 2025.
Appointment details
These roles are as Co-opted Committee Member roles. They are not full Board Member roles and therefore a non-voting role.
These roles are not regulated by the Ethical Standards Commission.
