Revenue Scotland is beginning work to procure and develop the next generation of its Scottish Electronic Tax System (SETS), known as SETS.
SETS is the online platform used by taxpayers, agents and other representatives to manage tax transactions and access Revenue Scotland services. As we prepare for the third version of SETS, we want to hear from the people and organisations who use the service today.

During August - September 2026, we will be carrying out a short programme of engagement with existing SETS users and key stakeholders to help inform the procurement requirements for SETS.
We are seeking feedback on:
- Experiences of using the current SETS service
- Areas that work well
- Areas that could be improved
- Priorities for future development
- Challenges that should be addressed in future versions of the service
This engagement will help us ensure that the requirements we specify for SETS reflect the needs of users and support the delivery of an effective and user-centred digital service.
What this engagement covers
This activity is focused on informing the procurement requirements for SETS. At this stage, we are looking to validate our proposed approach, identify any significant gaps and better understand user priorities before procurement documentation is finalised.
Revenue Scotland already holds valuable insight from previous user surveys, stakeholder engagement, project work and ongoing user feedback. This engagement will build on that existing evidence and provide additional information to support decision-making during the procurement phase.
How you can get involved
Complete the user survey
We are inviting existing SETS users to complete a short survey about their experience of the service and their priorities for future improvements.
The survey should take approximately 5-7 minutes to complete.
Take part in future engagement
Survey participants will also have the opportunity to express an interest in taking part in future interviews, workshops and user research activities as the SETS project progresses.
Looking ahead
This is the first stage of engagement for SETS. Once a supplier has been appointed and development work begins, Revenue Scotland plans to undertake further user engagement and research to help shape, test and refine the future service.
